The conflict escalated. The first battles of Lexington and Concord occurred in April 1775. The rebels besieged Boston. In July 1775, the Second Continental Congress issued another Declaration: this time the “Declaration of the Causes and Necessity of Taking Up Arms.”8 It recited the justness of the Americans’ cause, all the measures that they had taken to avoid violence, the aggression of Britain, and included the rallying cry: “Our cause is just. Our union is perfect. Our internal resources are great, and, if necessary, foreign assistance is undoubtedly attainable.”9

In August 1775, George III issued a “Proclamation for Suppressing Rebellion and Sedition,”10 which included an acknowledgement that the Colonies were in open rebellion:

WHEREAS many of Our Subjects in divers Parts of Our Colonies and Plantations in North America, misled by dangerous and ill-designing Men, and forgetting the Allegiance which they owe to the Power that has protected and sustained them . . . have at length proceeded to an open and avowed Rebellion, by arraying themselves in hostile Manner to withstand the Execution of the Law, and traitorously preparing, ordering, and levying War against Us.
